Texas: everyone who sells, serves, dispenses or delivers alcohol, and the managers right above them, holds TABC seller-server certification within 30 days of hire; it lasts two years. The safe harbor also needs written responsible-service policies each employee has read and understood. Harbormaster never keeps a Social Security number or birth date - TABC asks for those on the affidavit itself.
After a violation the owner or manager swears an affidavit that the safe harbor held. It holds only if, on that day, everyone was certified or inside their 30 days, everyone had read the policies, the seller was not an owner or officer, and there were fewer than three violations in the 12 months.
