Burnside works out Metro's Supportive Housing Services tax and Multnomah County's Preschool for All tax from your taxable income, flags the quarterly estimates once either passes $5,000, and will not call a return filed on an unconfirmed rate or without a confirmation number.
Opens in this browser with an invented creator already in it. No account, no email address, nothing installed. Never holds a tax return, a Revenue Online login, a bank login or a Social Security number.
The problem
Above $125,000 single or $200,000 joint, a Portland-area creator owes Metro 1% and the County up to 3% - on their own return to the City of Portland, by April 15, with estimates during the year once either tops $5,000.
Not a reminder. The City's and County's own papers disagree on when the Preschool for All rate rises, so for any year from 2026 Burnside will not mark a return filed until you confirm the rate. It also refuses missing income, a date inside the tax year, or no confirmation number. A payment needs its confirmation number. Nothing is deleted. There is no override.
How it works
Filing status, Metro and County taxable income, any W-2 withholding.
SHS and Preschool for All, bracket by bracket, and whether estimates apply.
Confirm the rate, file with the City, record each payment's confirmation number.
What it will never do
Burnside holds incomes, rates, dates and confirmation numbers, nothing more.

Questions
No. Metro SHS and Preschool for All go on their own return to the City of Portland's Revenue Division.
The City's and County's papers give different start years for the 0.8% Preschool for All increase. Burnside will not file on a guess.
From tax year 2026, if you would owe more than $5,000 for either tax, yes - quarterly estimates.
No. It is the arithmetic, the record and the gates.
The demo on this page is the whole program, running on invented records. Paying gets you a licence key — one line of text, on your screen as soon as the payment confirms: the checkout brings you back to our thank-you page, you type your business name and the key appears. Paste it into the program and from then on it keeps your own records. Until then, nothing you type into it is kept.
The key is checked inside the page, on your own machine. It never calls us, so there is still no account and nothing about your business goes anywhere. If you ever stop paying, your records stay exactly where they are, read-only, and Export still hands you every one of them.
An invented creator heading for $410,000 owes $9,495 between the two - and has paid two of four estimates.
