Clearwater Data Broker Registration & Deletion File
For adult platforms and affiliate networks that sell or share user data they did not collect directly

$200 a day unregistered. And DROP every 45 days.

Clearwater tells you whether you are a data broker, keeps every state's yearly registration on its date with California's late penalty worked out, and - from August 1, 2026 - holds the record of every DROP pull, every request processed, never 45 days apart.

Opens in this browser with an invented affiliate network already in it. No account, no email address, nothing installed. Never holds a consumer's name, email or identifier.

The problem

Selling data you didn't collect makes you a broker.

California, Vermont, Texas and Oregon want data brokers registered every year - California charges $200 for each day late. From August 1, 2026, California's DROP sends deletion requests every broker must pull at least every 45 days and process in full.

$200 a day

California's penalty for each day a data broker goes unregistered after January 31.

Perkins Coie →
45 days

the longest a broker may go between DROP pulls, from August 1, 2026.

Perkins Coie →
4 states

California, Texas, Vermont and Oregon each require a data broker registration.

Pandectes →

Will not leave a request unprocessed.

Not a reminder. A DROP pull is refused with any request unprocessed, before DROP opens, or twice in a day; one more than 45 days after the last is marked. A registration is refused twice for a state and year. Nothing is deleted.

How it works

Check, register, pull

Check

Do you sell or share data of people you don't know directly?

Register

Every state, every year, on its date.

Pull DROP

At least every 45 days, every request processed.

What it will never do

It keeps the counts. Never the consumers.

Clearwater holds dates and counts, nothing more.

No consumer names or emails.Only how many requests came in.
No identifiers. The deletion list stays in your systems.
No cards.It touches no payment.
It is not legal advice. Each state's law and counsel are the reference.

Questions

The ones we actually get asked

Are we a data broker?

If you sell or share personal data about people you have no direct relationship with - an affiliate network's traffic data, a purchased list - very likely.

What is DROP?

California's Delete Request and Opt-out Platform. From August 1, 2026 it sends brokers consumers' deletion requests, to be pulled at least every 45 days.

What if we register late in California?

$200 for each day. Clearwater works it out.

Is this legal advice?

No. It is the dates and the record.

What do I actually get when I pay?

The demo on this page is the whole program, running on invented records. Paying gets you a licence key — one line of text, on your screen as soon as the payment confirms: the checkout brings you back to our thank-you page, you type your business name and the key appears. Paste it into the program and from then on it keeps your own records. Until then, nothing you type into it is kept.

The key is checked inside the page, on your own machine. It never calls us, so there is still no account and nothing about your business goes anywhere. If you ever stop paying, your records stay exactly where they are, read-only, and Export still hands you every one of them.
