Conestoga works out Pennsylvania's local earned income tax on your wages and net profits at your home municipality's rate, keeps the four quarterly payments on their dates, checks them against the safe harbour, and will not let the April 15 return go in short.

The problem
Every Pennsylvania municipality outside Philadelphia levies a local earned income tax at its own resident rate, on wages and net profits wherever earned. With no employer withholding it, a creator pays quarterly - and files the local return every April 15 regardless.
a loss from one business offsets another's profit, but cannot touch earned income.
Pennsylvania DCED →quarterly payments for the self-employed - April 15, July 15, October 15, January 15.
Keystone Collections →the resident rate applies to all earnings and net profits, even for work outside the municipality.
Centre Tax Agency →Not a reminder. A quarterly payment is refused twice, in the future, or before its year. A return is refused before the year ends, twice, without the net profit, or paid short of the balance due - and one filed late says so. Nothing is deleted.
How it works
On your collector's four dates.
90% of this year by January 15, or 100% of last year's.
Wages and net profits at your municipality's rate, the balance worked out.
What it will never do
Conestoga holds payments and returns, nothing more.
Pricing

The payments and the return.

Pay by card through Square, on Square’s own checkout page — we never see or store your card number. Or pay with bitcoin through our own bitcoin server. Either way you come back here, type your business name, and your licence key is on the screen — no email, no waiting on us.
Questions
Yes. Pennsylvania residents with earnings file the local return by April 15, even with withholding and even with no refund coming.
Its loss offsets your other business's profit - never your wages. Conestoga keeps them apart.
It depends on your municipality and school district. Put yours in the rates panel with its source.
No. It is the arithmetic and the record.
The demo on this page is the whole program, running on invented records. Paying gets you a licence key — one line of text, on your screen as soon as the payment confirms: the checkout brings you back to our thank-you page, you type your business name and the key appears. Paste it into the program and from then on it keeps your own records. Until then, nothing you type into it is kept.
The key is checked inside the page, on your own machine. It never calls us, so there is still no account and nothing about your business goes anywhere. If you ever stop paying, your records stay exactly where they are, read-only, and Export still hands you every one of them.
An invented Pennsylvania creator has a year of quarterly payments made - last year's return is waiting.
