Fairtone Pay-Per-Call Rule Check
For adult phone-line operators using pay-per-call numbers

The first three seconds are always free.

Fairtone checks each line's preamble for every statement the 900-Number Rule requires, every ad for its cost and under-18 notice, and every bill against what the preamble said - and refuses any that fall short.

Opens in this browser with an invented operator already in it. No account, no email address, nothing installed. Never holds a caller's number, name or recording.

The problem

Billing the preamble is what the FTC sues over.

Every pay-per-call message opens with a free preamble: who you are, what it is, what it costs, the tone and three seconds to hang up free, and the under-18 notice. Bill a cent more than it said, or anything inside the free seconds, and the line is in breach.

Free preamble

on every call that could cost more than $2.

FTC →
Under 18

callers are told they need a parent's permission - in the call and in the ad.

FTC →
Sued

the FTC has gone after operators for billing preamble time.

FTC →

Will not bill what the preamble did not say.

Not a reminder. A preamble is refused short of any required statement; a line without one cannot bill. An ad is refused without the cost or the under-18 notice. A bill is refused inside the free period or above the stated price. A price change takes the approval away. Nothing is deleted.

How it works

Preamble, ad, bill

Approve the preamble

Every statement ticked, or the line stays off.

Record the ad

Cost by the number, under-18 notice, never for kids.

Check the bill

Against the call's length and the stated price.

What it will never do

It checks the line. Never the callers.

Fairtone holds lines, ads and bills, nothing more.

No caller numbers.A bill is a length and an amount.
No names. It is about the line, not who rang it.
No recordings.Nothing is uploaded.
It is not legal advice.16 CFR 308 is the reference.

Pricing

One plan

For one operator.

Every line

Operator

$29/mo

Every preamble, ad and bill.

  • Preamble statements checked
  • Ads checked
  • Bills held to the stated price
  • Bypass held after a price change

Monthly, per operator. Your bank statement says Fairtone Software. Your licence key is on your screen as soon as the payment confirms.

Pay by card through Square, on Square’s own checkout page — we never see or store your card number. Or pay with bitcoin through our own bitcoin server. Either way you come back here, type your business name, and your licence key is on the screen — no email, no waiting on us.

Questions

The ones we actually get asked

Does every line need a preamble?

Only a call that can cost more than $2. Fairtone works that out from the price.

Can regular callers skip it?

Yes - but not for 30 days after a price change. Fairtone switches the bypass off.

What if a caller presses a key to accept?

A key-press to accept the charge can stand in for the tone and the three seconds.

Is this legal advice?

No. It is the record and the gates.

What do I actually get when I pay?

The demo on this page is the whole program, running on invented records. Paying gets you a licence key — one line of text, on your screen as soon as the payment confirms: the checkout brings you back to our thank-you page, you type your business name and the key appears. Paste it into the program and from then on it keeps your own records. Until then, nothing you type into it is kept.

The key is checked inside the page, on your own machine. It never calls us, so there is still no account and nothing about your business goes anywhere. If you ever stop paying, your records stay exactly where they are, read-only, and Export still hands you every one of them.

An invented operator's story line leaves out the under-18 statement - and Fairtone will not let it bill a single call.
