Warden AB 1394 Report Clock
For creator platforms and adult social sites with California users

36 hours, 7 days, 30 days, for good.

Warden logs each report from a California user shown in child sexual abuse material, runs the 36-hour confirmation, the weekly updates and the 30-day decision, and will not close a report until verified material is removed, blocked for good and the reporter told.

Opens in this browser with an invented platform already in it. No account, no email address, nothing installed. No material is ever kept.

The problem

Three clocks, one report.

California AB 1394, in force since 1 January 2025, makes a platform confirm a report within 36 hours, update the reporter every 7 days, decide within 30, and permanently block verified material - or face up to $250,000 a violation.

36 hours

to confirm a report in writing.

Tech Policy Press →
$250,000

statutory damages per violation for failing to respond or remove.

Tech Policy Press →
30 days

to decide, and block verified material permanently.

Tech Policy Press →

Will not close a report half done.

Not a reminder. Close refuses, naming the reason, while a report is unconfirmed or undecided, while verified material has no block reference, while a 'not verified' has no reason, or while the reporter has not been told the decision. A closed report stays closed and a block never comes off. There is no override.

How it works

Confirm, update, decide

Log and confirm

Who reported, how to reach them, where the material is. Confirm inside 36 hours.

Update every week

Each update dated, until a decision is made.

Decide, block, tell

Verified: removed and blocked for good. Not verified: the reason. Then the reporter is told.

What it will never do

It keeps the record. Never the material.

Warden holds addresses, block references and dates, nothing more.

No material is kept. Not the file, not a still, not a description.
It does not match or block anything itself.Your filter blocks; Warden keeps the reference.
It does not report to NCMEC.That is its own record - this family's Tipstaff keeps it.
It is not legal advice. It is the clock and the gate.

Questions

The ones we actually get asked

Does it store the reported material?

No. Only its address, the block reference your filter uses, and the dates.

Who can make a report under AB 1394?

A California user identifiable in the material, or someone reporting on behalf of a dependent.

Is this legal advice?

No. It is the record and the gate in front of closing a report.

What do I actually get when I pay?

The demo on this page is the whole program, running on invented records. Paying gets you a licence key — one line of text, on your screen as soon as the payment confirms: the checkout brings you back to our thank-you page, you type your business name and the key appears. Paste it into the program and from then on it keeps your own records. Until then, nothing you type into it is kept.

The key is checked inside the page, on your own machine. It never calls us, so there is still no account and nothing about your business goes anywhere. If you ever stop paying, your records stay exactly where they are, read-only, and Export still hands you every one of them.

Open the demo before the next report

One report is past its 36-hour confirmation, one is owed its weekly update, and one verified item was removed but never blocked.
